Remodeling in Carmichael.

A post-war suburb of 1950s–70s ranches under mature valley oaks, in unincorporated Sacramento County. The County, not the City, reviews your plans.

Carmichael is a post-war suburb, and that single fact should shape how you plan a remodel here. It is the thing most often gotten wrong about the area, including by contractors writing about it.

The numbers, from Census data: about 71% of Carmichael’s housing was built between 1950 and 1979, 76% predates 1980, and only 5.4% predates 1950. The median year built is 1970. What sits under the paint here is 1960s and 1970s construction, not Victorian-era construction.

What that means in practice

Aluminum branch wiring is the real electrical concern, not knob-and-tube. Homes wired between 1965 and the mid-1970s may have aluminum branch circuits, and that window covers roughly half of Carmichael’s stock. It’s a specific, checkable condition with specific, code-recognised remedies. It should be identified before anyone quotes a price, not after.

In the 1950s stock, expect ungrounded two-wire circuits. Every new or relocated receptacle has to land on a compliant circuit, and the retrofits drive rewire scope faster than most owners expect.

Service capacity is a long-lead item. A panel sized in 1960 for a gas range, a gas dryer and no air conditioning does not carry a heat pump, an induction range, an EV charger and a rear ADU. Coordination with SMUD for a service upgrade belongs at the start of the schedule, not the middle.

You cannot tell the foundation from the street. Carmichael spans exactly the era when Sacramento-area construction shifted from raised perimeter foundations to slab-on-grade, so both are common here. It materially changes what it costs to move plumbing or add a bathroom, which is why we look before we price.

Plumbing usually widens the scope. Galvanized supply lines in the older half of the stock are undersized and corroded by the time a wall is open, so a kitchen or bath remodel frequently becomes a partial repipe.

Cooling is a design problem, not a tap. Original systems were sized for a smaller, leakier house and ducted through an unconditioned attic. In Sacramento’s summers, an addition almost always means resizing equipment and replacing or sealing duct rather than branching off the existing trunk.

Lots, and what they mean for an ADU

Carmichael’s parcels fall into two families. The semi-rural neighborhoods sit at one to two homes per acre; the low-density ones at three to five. Sacramento County’s minimum lot sizes run from 5,200 sq ft in RD-5 up to 20,000 sq ft in RD-2. RD-5 is the County’s most widely used single-family district.

Practically: a lot of Carmichael parcels are genuinely big enough for a detached ADU without a setback fight. The binding constraint is more often the oak canopy and where the utilities run than the square footage.

Lead paint applies to most of the neighborhood

About 76% of the stock predates 1980, so the majority of Carmichael homes fall under the EPA’s Renovation, Repair and Painting rule. Any paid firm disturbing painted surfaces in a pre-1978 dwelling has to be EPA-certified and use lead-safe work practices. It changes containment and cleanup on most projects here.

On asbestos, the local air district rule generally does not regulate single-family homes. Its definition of a facility excludes residential buildings of four or fewer units, and the district’s own guidance says so. Worker-safety rules still apply. We mention it because getting this backwards costs clients money for no benefit.

These are specific to Carmichael. They change what you can build, and they're the kind of thing that stops a project at plan check if nobody checked first.

Sacramento County Tree Preservation Ordinance, County Code Ch. 19.12

The highest-frequency constraint in Carmichael. A permit is required to remove or prune protected native oaks, including on private residential property. The protected species are valley, interior live, blue and oracle oak. Critically, the ordinance also controls grading, filling, trenching, paving and irrigation inside the dripline. Carmichael's mature oaks sit directly over the utility runs a remodel wants to touch, so the sewer, water and electrical trenches are usually the real permit trigger, not the tree itself.

Neighborhood Preservation Areas: Carmichael Colony and Carmichael Creek

Two County zoning overlays specific to Carmichael: the Carmichael Colony NPA (adopted 2002, over the original 1909 Colony area) and the Carmichael Creek NPA (1988, roughly 1,000 residences). Both exist to preserve semi-rural residential character. Neither imposes its own setback or height table, so the underlying zone's standards still apply. But both restrict rezoning and intensification, which matters if your project needs a discretionary approval rather than a straight over-the-counter permit.

Parkway Corridor and Natural Streams combining zones

Carmichael's entire southern edge along the American River Parkway carries the Parkway Corridor (PC) combining zone, with real design constraints around bluff stability and erosion zones. Carmichael Creek parcels carry the Natural Streams (NS) zone, where modifications to an existing dwelling are administrative but new dwellings need a conditional use permit. A large addition or a detached ADU can cross that line. On NS parcels the lowest habitable floor must sit at least 1.5 feet above the 100-year floodplain elevation.

Fire flow, hydrants and the Metro Fire Certificate of Release

Two County/Metro Fire rules that surprise people on larger projects. Sacramento County Ordinance 1711 can require an older single-outlet 'wharf' hydrant to be replaced with a steamer-type hydrant when a modification increases the required fire flow. And Metro Fire requires a Certificate of Release for an addition greater than 50% of the original covered square footage where the new total covered area exceeds 3,599 sq ft. 'Covered' includes garages and covered porches, so it arrives sooner than owners expect.

Is Carmichael part of the City of Sacramento?

No. Carmichael is a census-designated place in unincorporated Sacramento County and has never incorporated. There is no City of Carmichael and no Carmichael building department. Every building permit here goes through Sacramento County's Building Permits and Inspection Division, not the City of Sacramento.

Does my Carmichael house have knob-and-tube wiring?

Almost certainly not. Only about 5% of Carmichael's housing predates 1950. The median build year is 1970. Blogs that lead with knob-and-tube are describing Midtown, not Carmichael. The era-appropriate concerns here are ungrounded two-wire circuits in the 1950s stock and aluminum branch wiring in homes wired between 1965 and the mid-1970s.

Do I need a permit to work near an oak tree?

Often yes, and it catches people out. Sacramento County protects native oaks including on private property, and the ordinance covers grading, trenching, paving and irrigation within the dripline, not just cutting the tree. Since sewer and electrical trenches usually run right through that zone, the tree permit tends to sit on the critical path.

Can I convert my garage into an ADU?

Yes, and it's a common starting point here. But the County treats it as a change of use, so the structure has to be brought up to current residential standards. Budget for foundation, framing, egress, insulation and energy compliance rather than assuming it's a light conversion because the walls already exist.

Will my remodel need to meet current energy standards?

The parts you touch will. California's first energy standards took effect in 1978 and about 76% of Carmichael's stock predates them, so expect uninsulated or barely insulated walls, thin attic insulation, single-pane aluminum windows and leaky ducts in an unconditioned attic.
